Covid and the resulting mobility containment and social distancing measures have generated a significant contraction in the supply side of the economy, accompanied by a simultaneous reduction in demand for goods and services. Which rights and needs have been judged worthy of priority safeguards? How has the affirmation of the precaution principle been practically structured? What are the economic and social consequences of the virus? What alternative decisions might have been possible? What impact did the bio-surveillance systems framework and the overall organisation of the various health frameworks have?
